A former Hartford police officer has been charged in the fatal shooting of a black man who was experiencing a mental health crisis.
Officer Jason Hribal, 43, appeared before Hartford Superior Court Judge Jocelyn M. MacLeod on Monday and was ordered held without bail pending his preliminary hearing.
