PHOTO BY DAVID BLOOM /Postmedia Article content Municipal leaders are calling on the province to establish a new framework that would devote a set, guaranteed proportion of future Alberta government budgetary surpluses to building local infrastructure. Article content On Thursday, 558 delegates voted 91 per cent in favour of a resolution supporting that plan at the fall meeting of Alberta Municipalities, the organization that advocates for more than 300 of the province’s municipalities. Article content Article content Article content The motion calls on ABMunis to advocate for the framework which it states should prioritize projects based on need and construction readiness. Any funds would be on top of those already granted by the province to the municipalities through its local government fiscal framework. Article content “During budget surplus years, a commitment to additional funding for municipal infrastructure investment would mean more support for critical projects that may have otherwise been deferred,” the resolution’s background section states, noting Alberta has recorded 13 budgetary surpluses since 2000. Article content “A legislated portion of budget surplus addresses diverse needs by creating a funding mechanism that responds to provincial fiscal capacity while supporting both provincial and municipal infrastructure priorities in a meaningful way.” Article content The resolution was co-sponsored by the cities of Airdrie, Leduc and Lethbridge as well as the towns of Cochrane and Okotoks and was seconded by seven other municipalities.
